Question 1

What is FECOAR (Federación de Cooperativas Agrícolas Regionales)?

Accepted Answer

FECOAR (Federación de Cooperativas Agrícolas Regionales y de Servicios Varios, R.L.) is a second-tier cooperative federation in Guatemala that unites regional agricultural cooperatives and provides various services to support rural communities. As a federation of cooperatives, FECOAR serves as an intermediary organization that supports first-tier cooperatives rather than serving individual members directly.

FECOAR is one of the founding members of CONFECOOP (Confederación Guatemalteca de Federaciones Cooperativas), Guatemala's national confederation representing the cooperative movement at national and international levels. The federation plays a crucial role in strengthening Guatemala's agricultural cooperative sector by providing technical assistance, training, and support to member cooperatives.

Question 2

When was FECOAR (Federación de Cooperativas Agrícolas Regionales) founded?

Accepted Answer

FECOAR was officially registered with the National Institute of Cooperatives (INACOP) on March 20, 1980. The federation was established during a pivotal period for Guatemala's cooperative movement, following the creation of INACOP in December 1978, which formalized the legal framework for cooperatives in the country.

The federation was founded with the mission of supporting agricultural cooperatives and promoting sustainable agriculture practices. Its establishment coincided with a broader movement to organize Guatemala's agricultural sector through cooperative structures, particularly to benefit small-scale farmers and indigenous communities.

Accepted Answer

FECOAR provides comprehensive support services to its member cooperatives, focusing on capacity building, technical assistance, and education. The federation offers training programs in cooperative governance, financial management, and agricultural techniques to strengthen member organizations.

In 2025, FECOAR launched the Academy for Sustainable Agriculture and Community Resilience in partnership with Phalarope, a U.S.-based non-profit organization. This academy provides five interconnected training pathways: financial education in cooperative economics, basic work skills training, regenerative agriculture, technical vocational skills, and community development. The academy operates living agricultural laboratories on donated cooperative lands in Quetzaltenango and Chimaltenango.

The federation focuses on financial literacy education, teaching member families about budgeting, planned savings, responsible credit, and digital financial services within the cooperative framework. FECOAR also provides technical assistance to help cooperatives access credit, purchase agricultural inputs, and connect with markets.

Question 6

What makes FECOAR (Federación de Cooperativas Agrícolas Regionales) unique?

Accepted Answer

FECOAR distinguishes itself by integrating Mayan ancestral knowledge with modern agricultural science and cooperative governance principles. The federation works predominantly with indigenous Maya communities, including Q'eqchí and Pocomchí populations, creating culturally appropriate programs that respect traditional practices while introducing innovative techniques.

The federation's recent return to its founding mission of sustainable agriculture, after years focused on other activities, represents a strategic refocusing on regenerative agricultural practices. Through the Academy for Sustainable Agriculture, FECOAR emphasizes regenerative farming techniques including cover crops, composting, biofertilizers, water harvesting, and biodiversity restoration.

FECOAR's partnership with Phalarope incorporates digital monitoring systems using ArcGIS dashboards to measure agricultural and social impact transparently. This combination of traditional knowledge, modern science, and evidence-based monitoring creates a unique model for cooperative development in Guatemala.

Question 7

What type of financial institution is FECOAR (Federación de Cooperativas Agrícolas Regionales)?

Accepted Answer

FECOAR is a second-tier cooperative federation (Federación de Segundo Grado) in Guatemala's cooperative system. Unlike first-tier cooperatives that serve individual members directly, FECOAR is an association of cooperatives that provides services, coordination, and representation to its member cooperatives.

As a federation, FECOAR operates under Guatemala's cooperative legal framework regulated by INACOP and supervised by INGECOOP (General Inspection of Cooperatives). The organization is structured as a limited liability entity (Responsabilidad Limitada) and follows cooperative principles of democratic governance, member ownership, and social purpose. While the federation provides support services to cooperatives that may offer financial services, FECOAR itself functions primarily as a support and integration organization rather than a direct financial services provider.
