As a federation, it represents an umbrella organization that integrates and supports multiple savings and credit cooperatives (first-degree cooperatives) throughout the country.

Second-degree cooperatives in Guatemala serve to strengthen the cooperative movement by providing coordination, representation, technical assistance, and shared services to their member cooperatives. According to INACOP (Instituto Nacional de Cooperativas), there are 23 second-degree cooperatives or federations registered in Guatemala as of 2024.
