As a Shinkin bank, it operates under a cooperative structure serving small and medium-sized enterprises (SMEs) and local residents across the Tokyo metropolitan area. Originally established as Tokyo-to Shoko Credit Cooperative in 1950, the institution adopted its current name in 1990 and underwent a major transformation in 2000 through the merger of five Tokyo-based Shinkin banks.
