Question 2

When was Liberación Norte Ltda. C.M.P.A.C.Con.S. founded?

Accepted Answer

Liberación Norte was officially established as a cooperative in 2014. However, its origins trace back to 2012, when it began as a small committee of approximately 40 dairy producers in the Choré district of San Pedro department.

The founding members initially delivered their milk production to Cooperativa Friesland. By 2014, as their collective production reached 2,000 liters monthly, the group had grown sufficiently to establish themselves as an independent cooperative entity. This transition marked a significant milestone for small dairy farmers in the region, providing them with greater autonomy and collective bargaining power.

Liberación Norte is headquartered in the district of Choré, located in the San Pedro department of northeastern Paraguay. San Pedro is one of Paraguay's key agricultural regions, particularly important for dairy production and small-scale farming.

The San Pedro department has become increasingly significant in Paraguay's cooperative movement, hosting numerous production cooperatives that support rural development and agricultural sustainability.

Question 4

These collection points are strategically distributed throughout the region to facilitate efficient gathering of agricultural products from member farms.

Question 6

What makes Liberación Norte Ltda. C.M.P.A.C.Con.S. unique?

Accepted Answer

Liberación Norte demonstrates remarkable growth and resilience among Paraguay's small producer cooperatives. Between 2012 and 2016, the cooperative experienced extraordinary expansion, growing by 470% in membership.

Starting with just 40 founding members, the cooperative expanded to 228 active members by 2016, most of whom operate small dairy farms with between 2 and 10 animals. This growth pattern illustrates the cooperative's success in organizing and empowering small-scale producers who might otherwise lack market access.

The cooperative benefits from strategic partnerships that enhance member outcomes. Through agreements with Cooperativa Friesland, members receive G. 1,700 per liter for their milk, with transportation costs covered by the buyer. This arrangement provides stable pricing and eliminates logistics burdens for small producers.

The cooperative's infrastructure investment, particularly its 10 strategically located collection centers equipped with refrigeration facilities, was supported by FECOPROD and the United States Agency for International Development (USAID). This infrastructure enables members to deliver fresh milk daily while maintaining quality standards required by industrial processors.

Question 7

What type of financial institution is Liberación Norte Ltda. C.M.P.A.C.Con.S.?

Accepted Answer

Liberación Norte is classified as a Cooperativa Multiactiva de Tipo C (Type C Multiactivity Cooperative) under Paraguay's cooperative classification system established by INCOOP.

The multiactivity designation (C.M.P.A.C.Con.S. - Cooperativa Multiactiva de Producción, Ahorro y Crédito, Consumo y Servicios) indicates that the institution operates across multiple functional areas: production support, savings and credit services, consumer services, and general member services. This integrated model is common among Paraguay's agricultural cooperatives.

The Type C classification indicates that the cooperative operates with total assets below 5 billion Guaraníes (approximately USD 640,000), placing it among Paraguay's smaller cooperative institutions. Despite its size classification, the cooperative plays a vital role in the local agricultural economy and rural development in San Pedro department.

As a production cooperative with financial service components, Liberación Norte operates under the supervision of INCOOP, which establishes regulatory standards for cooperative governance, financial management, and member protection throughout Paraguay's extensive cooperative sector.
