In the Paraguayan context, multiactivas cooperatives are institutions that combine multiple activities and services within a single cooperative structure. These cooperatives are regulated by INCOOP and must comply with the Marco Regulatorio established for their specific sector combinations.

Because NEMOPETEI includes ahorro y crédito (savings and credit) activities, it falls under the regulatory supervision applicable to cooperatives performing financial intermediation. However, unlike specialized savings and credit cooperatives, multiactivas cooperatives like NEMOPETEI integrate financial services with other economic activities such as production, consumption, and tourism.

This framework establishes operational requirements, capital adequacy standards, and governance rules.

INCOOP categorizes cooperatives into types based on asset size: Type A (assets exceeding 50 billion Guaraníes), Type B (assets between 5 billion and 50 billion Guaraníes), and Type C (assets below 5 billion Guaraníes). Each type has different operational permissions and regulatory requirements.

The cooperative must submit regular financial reports to INCOOP, maintain adequate reserves, implement internal control systems, and comply with regulations on lending, savings products, and other financial services.
