COOPAP's uniqueness lies in its multiactiva structure, which allows it to serve agricultural producers comprehensively across multiple dimensions of their economic activity. This integrated approach enables COOPAP to support the entire value chain for its agricultural and livestock producer members, from production financing through savings and credit services to processing and marketing through industrial services. This holistic model is particularly valuable in rural Paraguay, where access to diverse financial and production services may be limited.

The cooperative structure ensures that members have democratic ownership and control of the institution, with services designed specifically to meet the needs of the agricultural community it serves.

Question 7

What type of financial institution is Productores Agropecuarios Ltda. (COOPAP)?

Accepted Answer

COOPAP is classified as a Cooperativa Multiactiva de Producción (Multiactive Production Cooperative) in Paraguay's cooperative system. This designation under INCOOP regulations indicates that it is a production-focused cooperative that also offers savings, credit, consumption, and industrial services.

In the Paraguayan financial system, production cooperatives with savings and credit functions occupy a distinct position from pure savings and credit cooperatives (cooperativas de ahorro y crédito). COOPAP's primary classification as a production cooperative reflects its core mission of supporting agricultural and livestock producers, with financial services as a complementary function to support members' productive activities.

Under INCOOP's typification system, cooperatives are classified as Type A, B, or C based on their asset size. Production and savings/credit cooperatives with assets exceeding 50 billion Paraguayan Guaraníes are classified as Type A, those with assets between 5 billion and 50 billion Guaraníes as Type B, and those with assets below 5 billion Guaraníes as Type C. COOPAP's specific type classification would depend on its current asset size.

Paraguay's cooperative sector plays a significant role in the national economy, with cooperatives accounting for approximately 46% of total savings in the country's financial system and production cooperatives controlling substantial portions of agricultural production and exports.
